New E-Bike Regulations in Park Cities

  • The new regulations will take effect on January 1, 2025.

Area:

  • The regulations apply to the Park Cities, specifically University Park and Highland Park, Texas.

New rules:

  1. Valid Driver’s License: E-bike operators must have a valid driver’s license.
  2. Permit Requirement: Operators must obtain and display a permit issued by the city.
  3. Helmet Requirement: Operators under the age of 21 are required to wear a helmet.
  4. Safety Equipment: E-bikes must have working safety features, including:
    • Reflectors
    • Lights
    • Braking systems
    • Class 3 e-bikes must also have speedometers.
  5. Compliance with Laws: Operators must comply with all applicable federal, state, and local laws and ordinances.
  6. Speed Limit: E-bikes are prohibited from operating at speeds greater than 30 miles per hour.
  7. Modification Restrictions: E-bikes cannot be modified in ways that make them non-compliant with Texas Transportation Code specifications.
  8. Inspection Process: During the permit application process, city public safety employees will inspect the e-bikes for compliance with these regulations.
