Newton Introduces New E-Bike and Scooter Regulations

The Newton Town Council has proposed new rules for electric bikes (e-bikes) and scooters to enhance safety and regulate their use. The ordinance will be discussed in a public hearing on October 16, 2024, before it can be enacted.

Key Provisions

  • Sidewalk Restrictions: Riding e-bikes and scooters on town sidewalks is prohibited.
  • Helmet Requirement: All riders under 17 must wear helmets, and those of all ages are required to wear helmets when using e-bikes or scooters.
  • Ride speed: not go faster than 19 mph on an electric bicycle or scooter or faster than 28 mph for a motorized electric bicycle
  • Hands-Free Riding: Riders cannot use cell phones or carry packages that prevent them from using both hands on the handlebars.
  • Registration and Parking: E-vehicle owners can register their vehicles with the police and must use municipal bike racks for parking. Parking on sidewalks or attaching vehicles to objects not meant for bicycles is not allowed.
  • Fines for Violations: Non-moving violations can incur fines up to $100, while more serious violations may lead to court-imposed fines or imprisonment under state regulations.
